LEGISLATIVE DIRECTOR: ACLU OF MARYLAND
The American Civil Liberties Union (ACLU) of Maryland seeks a special individual to serve as Legislative Director. We are looking for a passionate, dynamic and experienced professional to maintain our presence and profile in the State capital and in local governments around the state. The ACLU is a private, non-profit organization that defends the civil rights and civil liberties of Marylanders through litigation, legislation, and public education. The Legislative Director is responsible for advancing the civil liberties legislative agenda of the ACLU of Maryland. The Director lobbies on a broad range of civil liberties issues, including criminal justice, civil rights, religious liberty, privacy, reproductive rights, and freedom of expression. The legislative program also supports advocacy of the Maryland federal delegation on affiliate and national ACLU issues.
JOB DESCRIPTION:
The Legislative Director works in concert with the other program directors (Legal, Public Outreach, education reform and Development), and the ACLU of Maryland’s Board of Directors and Legislative Committee. The Legislative Director’s responsibilities include advocacy on a wide range of civil liberties issues. The Duties of the Legislative Director include the following:
* Develop the ACLU of Maryland’s legislative and related policy agenda;
* Develop and implement strategies to advance the legislative agenda;
* Cultivate relationships with elected officials, key leaders, key policy makers and related governmental bodies;
* Cultivate relationships with partner organizations and support coalitions working on shared legislative and policy priorities;
* Participate as the ACLU representative in meetings of standing and ad hoc legislative and selected policy boards, task forces, and coalitions;
* Help build the grassroots advocacy capacity of the ACLU of Maryland;
* Identify and track all legislative issues of interest to ACLU;
* Research, prepare and deliver testimony on pending legislation; write letters stating the ACLU's position on legislation; research and draft bills and amendments; lobby ACLU position and agenda;
* Respond to requests from the media on ACLU’s legislative activity, in collaboration with the Director of Public Outreach; work collaboratively to develop messaging; initiate press conferences as needed; prepare written materials for publication; speak publicly on the ACLU’s behalf at events and forums;
* Schedule and coordinate all meetings of the Legislative Committee;
* Respond to requests from and prepare reports for affiliate staff, membership, and Board;
* Perform other related duties as assigned by the Executive Director.
QUALIFICATIONS:
* A Law degree is strongly preferred; preference will be given to candidates with a law degree;
* Experience with and demonstrated understanding of Maryland legislative and budget process is strongly preferred;
* Lobbying experience or experience working on legislative matters, preferably involving civil rights or civil liberties issues;
* Substantive knowledge and understanding of constitutional law and civil liberties issues; ability to communicate these legal concepts and other complex issues to a variety of audiences;
* Ability to keep organized in a fast-paced environment, to manage several projects simultaneously, and to adjust to frequently changing demands;
* Strong strategic skills, excellent leadership, writing and speaking skills, strong analytic capabilities;
* Experience as a public spokesperson and advocate;
* A demonstrated ability to collaborate with coalitions and community groups;
* Ability to work with groups and individuals across the political spectrum;
* Ability to work effectively with diverse staff, activists and ACLU leaders;
* A commitment to diversity; a personal approach that values the individual and respects differences of race, ethnicity, age, gender, sexual orientation, religion, ability and socio-economic circumstance;
* Availability to work long hours and weekends In Annapolis during the General Assembly’s three month session;
* Ability to commute to meetings and events in Annapolis and throughout the state;
* A positive, confident, courteous, and professional presentation style;
* A demonstrated commitment to the goals of the ACLU;
* Supervisory skills are strongly preferred;
* Bilingual ability a plus.
