Money contributed to candidates by utilities, HMOs, drug companies, and other special interests creates a corrosive perception that big donors trump regular voters too often in Annapolis. SB 663 -- voluntary public campaign funding -- is a proven solution to this problem. In Maine, Arizona, and Connecticut, where it works great, most incumbents opt into the system and 90% still win re-election, as they do now in Maryland. Strict qualifications rule out frivolous candidates, and publicly funded candidates aren't pressured to raise money or favor special interests.
